Smartecon, part of Estonia’s Verston Group, has signed an EPC contract to build the 192 MW Raudsepa battery park in Valga County, making it one of the largest battery storage projects in Northern Europe and the Baltic states by power and storage capacity.
The full-solution contract covers the design, equipment supply, construction and commissioning of the Tsirguliina facility, as well as ensuring compliance with grid-code requirements. The project also includes the construction of a 330 kV substation, according to Ehitusuudised.
Smartecon takes responsibility from design to commissioning
The Raudsepa battery park will have a power capacity of 192 MW and a storage capacity of 420 MWh. Construction is due to begin in September 2026, with the facility scheduled to become fully operational in November 2027.
The project is being financed by the Taaleri Energia SolarWind III fund and its co-investors. Smartecon will manage the project as an end-to-end delivery, coordinating the design, equipment deliveries, construction, configuration and connection to the electricity grid.
“We are responsible for the battery park’s entire delivery, from design to commissioning. The engineering complexity of this project lies in connecting the storage equipment, control systems and 330 kV substation into one functioning whole that meets grid-code requirements. We manage equipment supply, construction and configuration as one operation,” said Magno Kure, Smartecon’s chief executive.
Connecting storage equipment to the national grid
The project’s technical scope brings together battery storage units, control systems and the high-voltage substation in a single operating system. The grid-code compliance work is intended to ensure that the completed facility can operate within the requirements of the electricity network.
The 330 kV substation will form part of the park’s grid connection infrastructure. Its construction is included in Smartecon’s contract alongside the supply and installation of the storage equipment and the systems needed to control the facility.
Supporting a more flexible energy system
Battery storage can balance electricity production and consumption during the day, help stabilise electricity prices and support the operation of the energy system at critical moments. The Raudsepa facility’s 420 MWh storage capacity is approximately equivalent to the annual electricity consumption of 150 households, based on an annual use of 2,800 kWh per household.
Once fully operational, the battery park will add a large-scale storage asset to Estonia’s energy infrastructure. Raudsepa will join a growing set of grid-scale storage assets, such as the Hertz complex that Evecon and Corsica Sole brought fully online near Tallinn this summer, and Eesti Energia’s Auvere battery storage.
