The Estonian Defence Forces and Archangel, a defence-focused venture capital fund, have signed a three-year agreement to strengthen Estonia’s defence technology ecosystem and cooperation across the wider Baltic region.
According to Tech.eu, the partnership will connect the Defence Forces, defence technology companies and investors, helping align military needs with emerging technologies and investment opportunities.
Connecting military needs with new technology
The cooperation will support the exchange of information and strengthen connections between the Estonian Defence Forces, defence technology companies and investors. The parties aim to support the development and adoption of technologies relevant to defence needs in Estonia and the wider Baltic region.
As part of the agreement, Archangel will engage with companies and investment opportunities in the Baltic defence technology sector. The Estonian Defence Forces will contribute its perspective on defence requirements and the development of relevant technologies. The parties will also work to support opportunities for companies to test and develop solutions in Estonia where appropriate.
The agreement was signed at the ABCD Conference by Major Ivo Peets, Commander of the EDF’s Force Transformation Command, and Nicholas Nelson, Founder and Managing Partner of Archangel.
Backing defence companies across the region
Founded in 2025, Archangel supports early-stage defence technology companies with capital, industry expertise and access to an ecosystem of defence and technology partners. Its focus is on British, Baltic and Nordic defence-first founders.
Archangel’s portfolio includes companies working across autonomous systems, battlefield software, artificial intelligence and secure operational infrastructure. Kraken Technology Group develops uncrewed maritime systems, while Labrys Technologies has developed Axiom, a platform that helps organisations securely verify, coordinate and pay distributed teams operating in challenging environments.
Other investments include Project Q, a German defence technology company developing an Internet of Defence platform; LYSK, which builds software for hostile environments from the tactical to strategic level; UK-Ukrainian Offset Labs, an artificial intelligence lab developing models for defence and national security; and Sky Spy, which develops defence-focused technology.
Building stronger links between users and investors
Peets said the partnership would help the Defence Forces and the defence industry develop a shared understanding of military needs, technology and opportunities.
“Cooperation between the Defence Forces and the defence industry helps us build a shared understanding of needs, technology and opportunities,” Peets said. “We welcome the opportunity to work with Archangel and to strengthen the links between innovation, investment and the development of defence capabilities.”
Nelson said the partnership would help Archangel better understand the needs of users while supporting defence technology companies as they develop and scale.
