Estonian InsurTech startup Cachet reaches 11 markets, expanding to France

Estonian startup Cachet enters France — its 11th European location — bringing adaptive, trip-level insurance infrastructure to its largest addressable market to date.

Estonian InsurTech Cachet has expanded into France through a three-way partnership with peer-to-peer car-sharing platform Turo and Luxembourg-based insurer Baloise LU — marking the company’s 11th European market entry. Joining forces with bigger players isn’t a new strategy for Cachet. Previously, the company has made deals to partner with Bolt and other top-tier platforms upon entering new countries and territories.

France is a significant milestone. The country’s shared mobility sector is valued at roughly €4.2B and growing at over 13% annually, making it one of the continent’s more consequential markets for platform-based transport. For Cachet, which has been steadily building out its European footprint since its founding in Tallinn in 2018 by Hedi Mardisoo and Kalle Palling, the entry signals continued momentum.

How Cachet is winning customers

At the core of the arrangement is Cachet’s adaptive insurance model — coverage that adjusts in real time based on trip-level usage data rather than fixed, annual-policy logic. In practical terms, this means Turo’s French hosts and guests are covered by a system that reflects actual risk as it occurs, rather than approximating it in advance. Cachet also integrates loss-prevention tools directly into the platform, positioning insurance as an active risk-management layer rather than a passive backstop.

Baloise LU provides the underwriting capacity and carrier-grade infrastructure that makes the model viable at scale. For a marketplace like Turo — which operates across the US, Canada, the UK, France, and Australia — the ability to embed bespoke insurance at volume is no small requirement.

Cachet now serves operators across car sharing, micromobility, and gig work in 11 territories, with France representing its largest addressable market to date. Beyond platform operators, the company also offers personal micromobility cover — insuring individual cyclists, e-scooter riders, and skateboarders.
