Estonia and the German city of Bochum have signed a cooperation memorandum linking their digital-health and health-innovation ecosystems, opening a framework for Estonian companies and research organisations to develop projects and enter the German market.
The agreement, signed by Erkki Keldo, Estonia’s minister of economic affairs and industry, and Jörg Lukat, Bochum’s mayor, covers digital health, health data, personalised medicine and health technologies, according to Enterprise Estonia.
Bochum partnership connects research and business
The cooperation brings together companies, research institutions and healthcare organisations from Estonia and the Bochum region. Bochum Economic Development, HealthCampus Agency Bochum, Ruhr University Bochum and Tartu Biotechnology Park will coordinate the initial work.
The first projects will focus on long-term post-infectious conditions, including long COVID, and digital mental-health solutions. The partners aim to combine Bochum’s clinical and research expertise with Estonia’s health and genomic data and digital-health capabilities.
Research partners on the German side include Ruhr University Bochum’s Centre for Translational Medicine at Marien Hospital and its mental-health research and treatment centre. Estonia’s initial participants include the Estonian Genome Centre and digital mental-health companies DocuMental and HeBA.
Estonian health technology targets German users
The memorandum gives Estonian companies a route to test solutions with German partners, develop joint applications and build relationships with healthcare organisations. The cooperation platform will support partner searches, business missions, workshops and conferences, as well as guidance on regulation, intellectual property, market entry and funding.
DocuMental is contributing a CE-marked digital platform that supports mental-health diagnosis. The company has collected structured data from more than 13,000 patient cases in Estonia and Ukraine. HeBA is developing Mentastic, an artificial-intelligence platform designed to help prevent burnout and support resilience in high-pressure workplaces.
Estonia’s digital-health infrastructure includes a national electronic health record and an almost fully digital prescription system. The Estonian Genome Centre holds health and genomic data from more than 200,000 people, providing a base for research, personalised medicine and new health technologies. The partnership adds these capabilities to Bochum’s network of more than 170 companies, research institutions, healthcare organisations and other partners through HealthCampus Bochum.
Cooperation follows growing Estonia-Germany contacts
The partnership followed Estonia’s foreign minister’s visit to Bochum in February 2025. A Bochum delegation visited Estonia from 16–19 June this year to study the country’s e-health and health-data ecosystem. The contacts and cooperation opportunities identified during that visit led to the memorandum.
For Estonian digital-health companies, the agreement creates a structured channel for finding German research and commercial partners, testing solutions and preparing joint bids for European, national and regional research and innovation programmes. The partnership builds on Estonia’s wider healthtech sector and its focus on data-enabled healthcare.
