Estonia is creating a defence industry park

The Estonian Centre for Defence Investments (ECDI) is conducting a competitive bidding process to find a company that will start producing battle and combat ammunition in the Ämari military base, with the aim to commence production at the beginning of next year.

“The development of the bigger defence industry park, managed by the Estonian Ministry of Defence, will take a couple of years due to the state special planning and its scale. Considering the current geopolitical situation, there is a need to start production as quickly as possible. Our goal is to remove barriers hindering the sector and support the development of the ammunition production industry through appropriate conditions,” said Katri Raudsepp, Deputy Director of ECDI.

Using the military territory gives companies the opportunity to start ammunition production immediately. “Ämari already has the necessary security and safety infrastructure, which does not need to be developed from scratch,” added Raudsepp. She noted that meetings with representatives of the Estonian defence industry have clearly signaled that local defence companies are interested in expanding their businesses and participating in the competitive bidding.

Estonia offers land for defence companies to expand their buisness

The company winning the competitive offering will be granted the use of approximately 6,200 square meters in the Ämari military base for up to five years, for which the Estonian Centre for Defence Investments will ensure the necessary defencive walls and communications to enable operations. The company is required to build temporary production facilities on the allocated area and ensure the necessary equipment for production.

Companies must submit an action plan for the competitive offering. “Based on the action plan, we will assess how the company supports the security plans of Estonia, NATO, and Ukraine through various criteria,” said Raudsepp.

In August, ECDI will organize an information day for interested companies and publish the conditions and evaluation criteria of the selective bid invitation in the Official Announcements.

Ammunition production in the Ämari military base will begin by the start of next year at the latest.
