Ukrainian IT group Eleks is acquiring a majority stake in Estonian digital services company ADM Interactive, with plans to expand its local team and strengthen public-sector technology work across Europe.
The transaction will give Eleks a stronger base in Estonia, while ADM Interactive’s existing management will continue to lead the company. ERR Majandus writes that the Estonian unit will focus on developing public-sector digital solutions and supporting the group’s expansion in European Union markets.
Eleks expands its Estonian base
The companies have agreed not to disclose the value or other financial terms of the transaction. The investment is intended to increase the size of the Estonian team and strengthen its digital development capabilities. ADM Interactive’s active shareholders and current management will remain in charge, while the company will become part of Eleks’ wider international operations.
ADM Interactive will lead work in public-sector digital transformation, including the development of secure and resilient digital public services. The companies have previously worked together on public-sector projects in Ukraine and emerging markets.
Supporting public-sector digital work
Riho Pihelpuu, Country Manager of Eleks Estonia and CEO of ADM Interactive, said the partnership would combine Eleks’ international experience with Estonia’s digital expertise.
“Eleks is very strong in the US and the UK. The experience and role that Estonia and the Estonian unit will have is primarily to help them move further in developing digital solutions for the European Union. Estonian and Ukrainian technical solutions are also similar and intertwined. For example, a further development of our X-Road version is used in Ukraine,” Pihelpuu said.
ADM Interactive’s clients will continue to be served by the same team, supported by the knowledge and experience of more than 2,000 Eleks specialists worldwide. Pihelpuu said the partnership would give the Estonian company access to expertise in areas including data science and artificial intelligence, as well as greater capacity to compete for tenders and deliver larger projects.
Building Estonia–Ukraine cooperation
Andriy Krupa, CEO of Eleks, said the company’s investment reflected both commercial and wider cooperation between Estonia and Ukraine.
“A large part of our social mission lies in the desire to combine business interests with helping Ukraine on its path towards European Union membership. Therefore, our presence here, our serious and real contribution to achieving this goal, and our joint work towards it are part of our company’s social mission,” Krupa said.
The transaction strengthens cooperation between the two countries’ technology sectors, combining Estonia’s experience in digital public services with Ukraine’s engineering capacity and experience of maintaining digital services during the full-scale war.
