Goodwill Agreement and genetic data usage put Estonia at the forefront of digital health

With the new Goodwill Agreement for Health Technologies and a draft law on the use of genetic data, Estonia demonstrates how digital collaboration drives innovation – a central theme also reflected at MEDICA 2025 in Düsseldorf.

Few countries in Europe have digitalised their entire public administration – including the healthcare system – as thoroughly as Estonia. Today, 99% of all health data are stored electronically; diagnoses, test results and prescriptions are processed entirely digitally via the national data platform X-Road. This foundation of digital trust has made Estonia one of Europe’s most innovative HealthTech players – and a model for an interconnected, future-ready healthcare system.

To further strengthen this innovative healthcare ecosystem, Estonia’s government, research institutions, and industry have recently aligned on shared goals through the Goodwill Agreement for Health Technologies, setting them out in a joint roadmap for 2025–2030. This national agreement provides a clear framework for innovation – from smarter prevention and AI-supported care to the secure use of medical data.

“Our success is based on collaboration and full interoperability between all public and private healthcare systems,” says Karmen Joller, Estonia’s Minister of Health. “The most important foundation is trust – and that starts with every individual having full control over their own data. Only close cooperation between policymakers, healthcare professionals and entrepreneurs can truly improve care. Our new public–private memorandum marks an important milestone on this path – it represents our shared commitment to developing this ecosystem even further.”

Estonia plans to integrate genetic data into the national healthcare system

Estonia’s consistent digitalisation has made it one of the most transparent and efficient healthcare systems in Europe. This is confirmed by the European Commission’s latest Digital Decade eHealth Index, where Estonia ranks first in Europe.

Since as early as 2010, 99% of all prescriptions have been issued electronically; laboratory results and X-rays can be accessed securely; and patients have direct access to and full control over their health data – including the ability to see who has accessed them and to restrict access themselves.

This digitally interconnected system forms the basis for data-driven research, faster processes, and reliable prevention.

It also supports one of Europe’s most comprehensive biomedical research programmes: the Estonian Biobank, which includes voluntary contributions from more than 20% of the adult population.

A new draft law currently under parliamentary discussion would integrate genetic data into the national healthcare system, enabling these insights to be applied in clinical practice – another step towards personalised medicine through early detection and prevention.

Estonia demonstrates innovation at MEDICA 2025

The close interaction between digital infrastructure, research and business will be showcased at MEDICA 2025 in Düsseldorf, Hall 15, Stand D24. At the Estonian National Pavilion, a selection of leading HealthTech companies will present solutions combining efficiency, precision, and sustainability:

  • Rehasoft – AI-driven software for automated home care planning, addressing the shortage of care staff
  • Pharma Systems – advanced respiratory protection solutions for maximum patient safety
  • InterVacTechnology – vacuum blood collection systems produced in GMP-certified cleanrooms
  • Chemi-Pharm – skin-friendly infection prevention products for medical professionals
  • Eumar Santehnika – solutions for hygienic surfaces and sanitary spaces
  • CNC Star, Mikroonik, TT Print – high-precision component manufacturing and packaging for medical technology

Estonia’s strength in personalised medicine will also be reflected in the official MEDICA Innovation Forum: Dr Peeter Padrik, founder of the Estonian precision medicine company Antegenes, will speak on the panel “Personalized Medicine – From Precision Diagnosis to Targeted Therapies” alongside Dr Dr Saskia Biskup, founder of the Centre for Human Genetics in Tübingen.
