Estonia’s maritime retrofit hub combines green-shipping support with technical expertise

Estonia’s maritime retrofit ecosystem combines ship-rebuilding expertise, port infrastructure and a targeted public-support programme for greener vessels. The Estonian Marine Greentech & Retrofit Hub is currently presented as a one-stop centre for ship modernisation, while the state-backed grant programme can cover part of eligible retrofit costs under defined conditions.

The maritime retrofit model is built around a coordinated service offer

The Estonian Marine Greentech & Retrofit Hub is presented by the Estonian Maritime Cluster as a marine retrofit centre focused on ship modernisation and green technologies. Its current offer brings together service providers, technologies and infrastructure, with a catalogue for shipowners and operators and a contact channel for project enquiries.

The hub’s model covers more than a single installation package. The cluster describes a service network spanning project planning, selection of energy-efficiency and emissions-reduction technologies, ship repair and conversion work, electrical systems, digital solutions, testing and certification. Estonia’s port and shipyard network, docks, anchorage areas and hinterland connections are part of the wider operating environment for retrofit projects.

What the €25M programme actually supports

The Estonian Ministry of Climate announced the broader €25M government grant programme in May 2025. It is designed to support the reconstruction and greening of passenger and cargo ships, tugboats and other port and auxiliary vessels in Estonian ports.

The ministry states that support covers 15% to 30% of eligible retrofit costs, up to €5M per project. The rate depends on the project and vessel, including the environmental result, flag state and frequency of visits to Estonian ports. Eligible technologies can include hybrid engines, equipment powered by renewable fuels, exhaust-gas cleaning systems and other solutions that reduce pollution or improve energy efficiency.

The current information published by the Estonian Environmental Investment Centre should be used for application decisions. KIK lists a €5M budget for the application round, a support rate of 15% to 30% and a maximum of €5M per application. The precise eligibility and award conditions follow the applicable regulation and funding decision. The €25M figure therefore describes the broader programme announced by the ministry, not a claim that €25M is available in every application round.

From electrical installation to commissioning

The retrofit process depends on the vessel, shipyard, project phase and systems being upgraded. Insta Globe Engineering, one of the eight companies joining the Estonian national stand at SMM 2026, provides electrical installation, instrumentation and commissioning for vessel newbuilds, conversions, retrofits and offshore assets.

Its published marine scope includes cable containment, power, control and instrumentation cabling, equipment and panel connections, low-current and safety systems, testing, functional verification and handover documentation. The company says its teams can execute defined work packages or provide additional capacity to shipyards, owners, operators, OEMs and system integrators. That role is directly relevant to retrofit projects where the installation and commissioning phase must be coordinated with other technical suppliers.

The wider Estonian ecosystem also includes providers of ship repair, conversion, shore power, digital systems and maritime engineering. These capabilities form part of Estonia’s maritime industry, which combines specialised suppliers with ports, shipyards and technical partners. The hub’s value lies in bringing those capabilities into a project pathway that can cover technology selection, installation, port and dock services, testing and certification.

SMM 2026 takes place from 1 to 4 September at Hamburg Messe und Congress, Messeplatz 1, 20357 Hamburg.
